Terrell Gibbs, PhD, PE
President, CERM Utilities Division
As president of CERM’s Utilities Division, Dr. Gibbs provides strategic leadership to drive growth, innovation, and exceptional service delivery for utility clients.
Dr. Gibbs has over 20 years of progressive and diverse environmental sustainability experience, specializing in water resources. Specific areas of expertise include water/sewer/stormwater infrastructure design and management, reservoir site yield analysis, water and sewer master planning, and watershed and source water assessments. Dr. Gibbs also has unique expertise in water and sewer utility operations and management. Dr. Gibbs has served at the executive level of Publicly-Owned Treatment Works (POTWs) and bureaus up to 400 employees where he was responsible for developing and implementing a multitude of change management programs that promote effectiveness, efficiencies, compliance, and accountability.
Dr. Gibbs holds a Bachelor’s Degree in Environmental Science from Alabama A&M University, a Master’s Degree in Civil and Environmental Engineering from The University of Alabama in Huntsville, and a Doctorate Degree in Applied Management and Decision Sciences/Engineering Management from Walden University. He is also a registered professional engineer in the States of Alabama, Georgia, Florida, Louisiana, Mississippi, North Carolina, Texas, and the District of Columbia.
