As Chief Operating Officer of CERM, Mr. Givens leads day-to-day operations across all of CERM’s service groups, with accountability for sales, project delivery, quality, workforce planning, and client outcomes. Working closely with finance and delivery leadership, he ensures that every project is staffed correctly, executed on schedule and on budget, and backed by a strong safety and risk-management culture. For CERM’s clients, that means consistent, dependable delivery from a single accountable operational leader.

Mr. Givens brings more than 30 years of civil engineering leadership to the role, spanning transportation, water/wastewater, and land development in both the public and private sectors — a breadth that enables him to approach client challenges from multiple angles and deliver solutions that are as practical as they are sustainable. During his 10 years with CERM, he has served as Vice President of Client Services, Vice President of Infrastructure, and Project Management/Construction Management (PM/CM) Business Group Manager, building and leading CERM’s largest business group and directing CERM teams on high-profile programs including the GDOT MMIP I-285/SR 400 Interchange Improvement, the DeKalb DWM Consent Decree and Capital Improvement Programs, and the Renew Atlanta Bond Program. Mr. Givens continues to support business development and capture planning for state and municipal clients throughout the Southeast.

Mr. Givens has also held leadership roles with DeKalb County’s Department of Watershed Management (as a consultant) and the City of Atlanta’s Department of Public Works, where he directed the capital improvement program, managed multimillion-dollar transportation and water infrastructure portfolios, and coordinated construction contracts exceeding $500M.

Mr. Givens is a licensed Professional Engineer in Georgia, Tennessee, Alabama, Mississippi, Texas, North Carolina, and Florida, and holds Bachelor’s degrees in Civil Engineering and Architectural Engineering Technology from The University of Memphis. He remains active in the American Council of Engineering Companies and the American Water Works Association, and served on the Clayton County Water Authority Board of Directors for 15 years. Above all, Mr. Givens is committed to mentoring emerging engineers, advocating for sustainable watershed management, and creating lasting value for CERM’s clients while positioning CERM for continued growth.
