DeKalb County Government, South River Action Plan
CERM assisted DeKalb County Government with early planning and community engagement to comply with the requirements of the Consent Decree (Appendix C- Supplemental Environmental Project) between DeKalb County Government, the U.S. Environmental Protection Agency (USEPA) and the Georgia Department of Environmental Protection Division (GA EPD) in three targeted priority basins.
Historic concerns regarding water quality and potential environmental justice issues related to the South River resulted in DeKalb Government engaging CERM to conduct a baseline evaluation and assessment of existing data sources to clarify historic and current conditions of the urban stream. A comparative analysis was conducted of similar water bodies in urban communities to further clarify potential environment and health impacts, while providing stakeholders with a technical basis to mitigate perceived environmental justice and stigmas associated with the South River.
