Project Description

Clayton County contracted with Long Engineering, LLC, (now Atlas) to provide construction inspection services for transportation related projects that were funded through Clayton County’s Special Purpose Local Sales Tax (SPLOST) program. Initiated in 2018, this one-year contract featured the possibility of four one-year renewals, all of which were executed. Atlas’ team provided overall project management, the Field Operations Manager, and six inspectors. Inspection services were further bolstered by additional personnel, including members from CERM’s team. The scope of work encompassed a range of inspections, from new roadways and roadway expansions to new sidewalks, culvert and bridge replacements, and enhancements to intersections. Clayton County contracted with CERM as prime, in 2024 with Atlas as members of the team.

Projects include: 

Godby Road Widening and Reconstruction Project 

2020 – The project consisted of 0.68 miles of widening and reconstruction of Godby Road from a 2-lane roadway to a 4-lane facility with a raised median.

Stagecoach Road/Steele Road Widening and Reconstruction Project 

2020 – The project consisted of the reconstruction of Stagecoach Road from north of Panola Road to north of Ashford Loop on Stagecoach Road in Clayton County. The widening and reconstruction of Stagecoach Road and Steele Road both converted from a 2-lane roadway to a 3-lane roadway. The project included the construction of a traffic circle east of East Clayton Elementary School to mitigate traffic from the adjacent high school under construction on Steele Road. 

Windsor Drive Culvert Replacement 

2019 – At Jesters Creek on Windsor Drive, a triple 10 by 6-foot box culvert replaced a failed double corrugated metal pipe culvert. Also, the project included reconstruction of two 12 ft lanes on Windsor Drive at the culvert installation site. The project was completed in October 2019. 

Flint River Widening and Reconstruction 

2020 – The project consisted of the widening and reconstruction of Flint River Road from a 2-lane roadway to a 3-lane facility with a center turn lane. The project also included the construction of a triple 9’x7’ box culvert and the installation of a new traffic signal. Signal upgrades are also included. 

Valley Hill Road Bridge Replacement 

2023 – The project included the widening and reconstruction of the bridge over Flint River and the roadway from Glenridge Dr. to Sir Galand Way/Mocking Trail.
